Jade Khalife

MD, PhD, MPH, MSc.

I am a health systems researcher and practitioner driven by a passion for addressing challenging and impactful health goals.

Throughout my career, I have actively engaged with a range of organizations, including non-governmental organizations, public authorities and academic institutions. I have participated and led in the development of national-level health strategies and evaluations in several countries, primarily across health systems and non-communicable diseases.

My past work includes multi-year projects funded by organizations such as the Wellcome Trust, the World Bank, Bloomberg Philanthropies, WHO, and other UN agencies. A significant portion of my career was devoted to health system reforms and tobacco control at the Ministry of Public Health (MoPH) in Lebanon, where I also led the development of a national system for assessing hospital performance. In response to the pressing challenges faced by the Ministry and hospitals concerning equity and risk adjustment, I developed a hospital casemix calculation system, benefiting over 140 hospitals.

In the pursuit of advancing hospital performance and evaluating its impact, I led a multidisciplinary team of researchers and practitioners from Lebanon and Sweden for five years, securing a highly competitive international grant. For four years I served as the independent evaluator for the World Bank-funded national primary care project at the MoPH, including the assessment of essential and Non-Communicable Disease service packages.

My role engaging policymakers and the public during the outbreak of COVID-19 underscores my commitment to public health and crisis management. I have continued to provide scientific support and advocacy for infection prevention strategies, including for NGOs and citizen-scientist collaborations. I have also used my expertise as a consultant on diverse health-focused projects, including the development of national health system strategies and the evaluation of health interventions and national programs, primarily in West Asia and North Africa.

I am committed to the improvement of health, prevention of disease, and developing health systems that are genuinely people-centered.
